Overall strategy[]
This time, Partisans are no longer simple folk armed with muskets, but hardened volunteers armed with rifles. They may face the same issues as having an attrition penalty outside of their borders, but they are still better than nothing, be it as a form of deterrence and annoyance in the service of a stronger ally, or supplementary units used to escort regular forces or hold new ground.
